Rules for the Chambers of Judge Brian A. Jackson
1. Contact with the Law Clerks. Counsel should not contact law clerks
directly.
2. Requests for Information Regarding Pending Motions. Counsel should
not contact Chambers to inquire about the status of a pending motion. Any
updates will be reflected on the docket.
3. Questions. Counsel should first direct any questions to the Clerk’s Office. If
the question remains outstanding, Counsel may contact Judge Jackson’s
Courtroom Deputy, Javier Gutierrez.
4. Requests for Extension of Time or Rescheduling Matters. Counsel
should not contact Chambers to request an extension of time or a continuance
of a hearing, conference, or trial. Counsel must file a motion to request an
extension or continuance. If a motion has been filed, and Counsel needs to
bring it to the Court’s attention due to exigent circumstances, Counsel may call
Chambers and alert Judge Jackson’s Courtroom Deputy, Javier Gutierrez.
Motions for extensions of time filed within 48 hours of the deadline
are strongly disfavored.
5. Enrollment of Counsel. All trial Counsel must participate in the pretrial
conference. Absent compelling circumstances, new Counsel may not enroll
after the pretrial conference is held.
6. Use of Courtroom Electronics. If a party intends to use Courtroom
technology, such as the electronic display system, the person tasked with
operating the device (i.e., paralegal, assistant, law clerk, etc.) must contact
Judge Jackson’s Courtroom Deputy Javier Gutierrez no later than 21 days
before the hearing for a tutorial on the use of Courtroom electronics. The
parties must bring the device that will be used for the training.
7. Review of the Courtroom. If the parties wish to visit the Courtroom before
a hearing or trial, Counsel must request permission at least two weeks prior
to the hearing or trial. Failure to adhere to this deadline may result in denial
of the request.
8. Attire for Incarcerated Parties. Incarcerated parties shall wear civilian
clothing for any trial setting. Counsel for incarcerated parties shall make
provisions to allow their clients to appear before the Court in civilian clothing.
9. Attire When Testifying. Law enforcement officers and other professionals
whose duties require them to wear uniforms (i.e., medical personnel, etc.) may
not testify before the Court or Jury in uniform. All witnesses must appear
before the Court in civilian clothing.
10. Local Rules. It is presumed that all attorneys practicing within the Middle
District of Louisiana are acquainted with the local rules, including Local Rule
83(b)(16). A few succinct reminders:
a. Surnames will be used throughout Court proceedings;
b. Counsel are not permitted to roam around the well; and
c. All remarks will be addressed to the Court.
Requirements for Emailing Proposed Orders
While proposed orders must be submitted as the last page of the electronically filed motion or
submitted as an attachment to the electronically filed motion, proposed orders must also be e-mailed in an editable word processing format, preferably Microsoft Word, to the appropriate District Judge or Magistrate Judge.
The e-mail subject line should contain the case number of the motion filed electronically, which is the subject of the proposed order. For example, “06-451.”
Requirements for Emailing Proposed Judgments
If a judge orders parties to submit a proposed judgment, it must be emailed in an editable word processing format, preferably Microsoft Word, to the appropriate District Judge or Magistrate Judge assigned to the case.
Proposed judgments are not to be filed in CM/ECF.
The e-mail subject line should be entitled Proposed Judgment and contain the case number and judge’s initials. For example, “Proposed Judgment - 06-451 BAJ.”
